Firstly there are a number of factors that stand true whatever map you find yourself fighting in. These are as follows :-

Below is a basic copy of the Good campaign analysis that I still have to convert to Evil equivalents. I wanted to ensure I followed a consistency of information layout for all areas

Evil Campaign, Hard Difficulty Walkthrough Index

Map 1 - Isengard
Act 1 - +25 Command & +2 Power.
Starts with Saruman & Isengard Army consisting of 2 battalions of Fire Crossbows, a few pikes & Orc labourers chopping down trees. On the offensive are Treebeard, 6 Ents & 20 Rohan Archers. In Westfold Act 8 are 20 Archers & 60 Rohirrim with Eomer & another 60 Rohirrim on the border between Westfold & Rohan (Act 5). Lurtz in in West Emnet (Act 11) with Isengard Army. In Rhûn are 100 Soldiers of Rhûn preparing to head south. In Near Harad are Haradrim Army with 25 Mumakil & 250 Evil Men, in Southern Ithilien is Mordor Army of 40 Orcs. Behind the walls of Mordor are 60 orcs & 2 Trolls at Cirith Ungol, 300 Orcs & 20 Trolls behind the Black Gate & 300 Orcs & 20 Trolls between Mount Doom & Barad-Dur.
Map 2 - Fangorn
Act 2 - +20% Resources & +1 Power.
Starts with Saruman & 160 Uruks, Lurtz with Isengard Army are hot on the heels of the Fellowship near Amon Hen. 100 Soldiers of Rhûn are gathering in the far north east. Haradrim Army of 25 Mumakil & 250 Evil Men are gathering in Near Harad, 60 orcs & 2 Trolls at Cirith Ungol, 40 Mordor Orcs to the east of Central Ithilien, 300 Orcs & 20 Trolls behind the Black Gate & 300 Orcs & 20 Trolls between Mount Doom & Barad-dur. The rest of the forces consist of Eomer & 60 Rohirrim in Anorien, Faramir with 50 Archers, 50 Soldiers & 7 Trebuchets in Osgiliath, another 80 Archers, 80 Soldiers & 30 Knights in Minas Tirith. For some reason the Fellowship are not shown on the map but considering the Fellowship had not been formed at this time I'm not surprised. If my memory is right when Saruman was burning the trees of Isengard, Gandalf was captive on the roof of Orthanc, the Hobbits were blissfully unaware of the world at home in the Shire, Boromir was still at Minas Tirith, Aragorn doing his duty with the Rangers, Legolas would have been at home in Mirkwood & Gimli in the Iron Mountains in the north.
Map 3 - Gap Of Rohan
Act 3 - +25 Command.
Starts with Saruman & 150 Uruks. Eomer & 60 Rohirrim are now in West Emnet with no change to the rest of the Good or Evil forces.
Map 4 - Amon Hen
Act 4 - +1 Power.
Starts with Lurtz & 2 basic battalions of Uruks. Don't go into this map without devastation as you'll need as many resources as possible to survive the attacks. There is no change with the rest of the Good & Evil forces.
Map 5 - Eaves Of Fangorn
Act 3 - +10% Resources & +1 Power
Starts with Lurtz with 130 Uruks. Apart from Rohan Army of Théoden, Eowyn, 50 Archers, 70 Peasants & 20 Rohirrim at Dunharrow there is no change with the rest of the Good & Evil forces.
Map 6 - Rohan
Act 5 - +50 Command.
Starts with Lurtz with 130 Uruks or Saruman with 160 Uruks.
Map 7 - Edoras
Act 7 - +50 Command & +1 Power.
Starts with Lurtz & 170 Uruks
Map 8 - Westfold
Act 8 - +20% Resources.
Starts with Lurtz & 190 Uruks. 300 Orcs, 20 Trolls & 10 Soldiers of Rhûn are behind the Black Gate, 60 Orcs 7 2 Trolls are at  Cirith Ungol, 300 Orcs & 20 Trolls are between Mount Doom & Barad-Dur, 25 Mumakil & 250 Haradrim have been joined in Near Harad by the 40 orcs from the Crossroads. The Rohan Army of Théoden, Eowyn, 50 Archers, 70 Peasants & 20 Rohirrim are now at Helm's Deep.
Map 9 - Dunharrow
Act 8 - +50 Command & +1 Power.
Starts with
Lurtz & 190 Uruks. No change with the rest of Good & Evil Armies.
Map 10 - Helm's Deep

Starts with
Lurtz & 190 Uruks. Gondor Army of 80 Archers, 80 Soldiers & 30 Knights are still at Minas Tirith, Faramir with 50 Archers, 50 Soldiers & 8 Trebuchets are at Osgiliath. No change with the rest of Good & Evil Armies.
Map 11 - Near Harad
  
Act 11 - +50 Command
Starts with 40 Mordor Orcs trying to recruit the Haradrim Army of 25 Mumakil & 250 Evil Men. Lurtz is celebrating victory at Helm's Deep with 200 Uruks 7 10 Warg Riders & Saruman & 160 Uruks are in the Gap of Rohan. No change with the rest of the forces of Good & Evil.
Map 12 - Southern Ithilien

Act 12 - +2 Power
Starts with 11 Mumakil, 20 Orcs & 265 Evil Men chosen from Near Harad.

Map 13 - Fords Of Isen
Act 11 - +50 Command & +20% Resources.
Starts with Saruman & 160 Uruks. Gondor Army of 80 Archers, 80 Soldiers & 40 Knights are still at Minas Tirith, Faramir, 40 Soldiers, 40 Archers & 8 Trebuchets are in Osgiliath. At the crossroads are 80 Orcs & 2 Trolls with the Haradrim army in Southern Ithilien with 7 Mumakil, 2 Trolls & 130 Evil Men. No change with the rest of the Evil forces behind the walls of Mordor.
Map 14 - Enedwaith
Act 11 - +10% Resources.
Starts with Saruman & 240 Uruks.
Map 15 - Osgiliath
Act 15 - +50 Command
Starts with Mordor Army of 60 Orcs & 2 Trolls on the eastern bank of the river Anduin. No movement with the rest of the Armies of Good & Evil.
Map 16 - Cirith Ungol
Act 16 - +10 Power
Starts with Gollum & a battalion of Orc Soldiers & another of Crossbows. Very limited cash so you need to head for Shelob to sacrifice a few Orcs to gain her control. No hope of surviving this map without her & as much treasure as you can find.
Map 17 - Anfalas
Act 13 - +10% Resources & +3 Power.
Starts with Saruman & his 280 Uruks & 5 Warg Riders
Map 18 - Belfalas
Act 13 - +4 Power.
Starts with Saruman & his 270 Uruks. No change with the other Armies of Good & Evil apart from the Army of 200 Oathbreakers led by Aragorn, Legolas & Gimli in Lebennin.
Map 19 - Lebennin
Act 17 - +1 Power.
Starts with Saruman, 220 Uruks & 40 Warg Riders.
Map 20 - Pelargir

Saruman, 260 Uruks & 15 Wargs Riders are still at Harlond, Mordor Army of 3 Mumakil & 255 Evil Men are at Central Ithilien, Mordor Army of 70 Orcs, 12 Trolls & 70 Evil Men at Osgiliath with remaining Evil Armies behind the Black Gates. On the offensive are Faramir with 50 Soldiers, 50 Archers & 8 Trebuchets along with another 80 Archers, 80 Soldiers & 30 Knights at Minas Tirith with Aragorn, Legolas & Gimli with 200 Oathbreakers to the south in Lebennin.
Map 30 - Emyn Arnen
Act 13 - +2 Power
Starts with Saruman for a change with his 260 Uruks & 15 Warg Riders.
Map 31 - Crossroads
Act 14 - +2 Power
Starts with Saruman with his 230 Uruks & 15 Warg Riders. No change on the rest of the map.
Map 32 - Northern Ithilien
Act 13 - +20% Resources.
Starts with Saruman, 230 Uruks & 15 Warg Riders.
Map 33 - Dead Marshes
Act 13 - +2 Power.
Starts with Saruman, 230 Uruks & 15 Warg Riders.

I made the first attempt with Lurtz, 200 Uruks & 20 Warg Riders from Mirkwood.
Second attempt is Mordor army of 255 Evil Men & 3 Mumakil in Central Ithilien
Third attempt is Mordor army of 70 Orcs, 12 Trolls & 70 Evil men at Osgiliath
Final attempt is with Saruman, 200 Uruks & 25 Warg Riders at Cair Andros
